Remove the cotter pin and clevis pin. Loosen the locknut on the clevis. Make a one turn adjustment to shorten the clutch linkage, and check to see if the PTO clutch is working. On the butterfly you are referring to, the hand throttle lever has a ball joint on the bottom of it which is linked to the butterfly by a short link to a ball joint on the butterfly.
